[evlatests] new rubidium standard

We have a new Standford Research systems rubidium frequency standard to 
replace the old HP rubidium standard at the VLA. This is the backup for 
the maser. On the next double maintenance days Apr 7-8, I would like to 
install this standard and run the VLA on it over night. I understand 
that there is a VLBI run on Apr 8 after maintenance day is over. 
Switching from the maser will glitch everything, but we should have time 
to reset on both days. I hope to test this new standard to make sure 
there are no hidden problems and understand better what happens to the 
array when we switch standards. I would like someone to check the data 
using the new standard.
