[evlatests] EVLA Control Building Block Diagram Updated

The EVLA Control Building Block diagram has been updated.  Copies are 
posted on the board in the lab and in the Auditorium for the Advisory 
Committee meetings.  The PDF file and visio files on filehost have 
also been updated.  This is a major update.

1) Much of the transition and VLA portions of the drawing have been removed.

2) The second set of Master LO electronics has been added.

3) The modules being developed to handle redundancy, switching and 
monitoring of the two LO systems have been added.

4) The Round Trip Phase System now represents the production version 
of the hardware.

5) The DC power architecture is now in final form.

6) The hardware configuration in the racks is now in final form.

7) The redundant clock and timing to the WIDAR Correlator is updated 
per the discussions with Brent several weeks ago.

8) The EDFA's are now shown in the new Correlator Room.

9) The drawing now reflects the current transition timing connections 
to the VLA system.

The Antenna block diagram has not changed from the version released 
in January.
