[evlatests] Time offset - update

Damage assessment on the data from Feb 27 - Mar 01.

The time error starts at 0h UT on Friday evening and lasts for a
exactly 24 hours. Projects before this period verified to be un-
affected are:  AB1301   SA598#1.

Adversely affected are:   AE172(last 4h40m)   AM975    SA598#2
(AB1321  AR685 are too short to verify, assumed bad)   AB1301
AM978(first hour). Thereafter sanity returns, e.g. AD600  and
SA598#3 are verified good.

A similar list is being compiled for the previous weekends, I
will post it ASAP.

In other news, a private version of CLCOR has been hacked (thanks
to Leonia Kogan) to apply a time offset to VLA data. It ignores
niceties like the pole position so it is not yet ready for prime
time but can be used for diagnostics.
