[evlatests] First WIDAR dual pol'n through to AIPS

With a little fiddling, we have successfully recorded 11-antenna WIDAR-0
dual polarization data (RR+LL, IFs A & C) and gotten those data all the
way through to AIPS.  This is the first end-to-end use of WIDAR for
polarization observations, and involves using "in anger" much little-tested
software: the crossbar GUI; multiple correlations on a single correlator
chip; new settings in the BDF and SDM, written by the CBE and MCAF.  This
also involved using the new (IF C) Station Boards for real observations for
the first time.
