[evlatests] 1408 birdies

We have installed filters on 4 of the antennas reported to have 1408 MHz 
birdies at the output of the L301-1.  These antennas are 2, 3, 9, & 25. 
  We tried to install a filter on ant 01, but the connector is broken. 
Let us know how this works.

I was also just informed by Ken (via Larry) that the phase jumps seen on 
ant 19 are NOT seen using WIDAR.  This strongly points to the L302 
fringe commands sent to the DDS.
