I can add a bit more here.
At L-band, the phases in IFs A and C (I didn't have B and D) jump
only on 10-second ticks. They are stable for 10 or 20 seconds, then
jump to another value. A and C jump equally. The value they jump to
seems to be random -- there is no sign of an underlying 'correct' value.
