[evlatests] Fast oscillations are NOT caused by delay models

We took 40msec-dump WIDAR-0 data on 0217+738 at C band on Friday to check
whether changing delay models were somehow responsible for the
fast (Hz-ish) oscillations seen in amp & phase for some baselines.

The first 3-minute run was taken in the standard setup,
with delay models active and changing.

The second 3-minute run was taken with delay models "frozen" at their last
value, taken from a short scan just before this run.

The same fast oscillations are seen in *both* observations, the most
obvious being on baselines 2-18, 2-19, 18-19, and 19-25.

Conclusion: changes in delay models are NOT responsible for the fast
oscillations.
