[evlatests] EDFA Status Update

We have not heard back from JSDU and since it is now 6PM in Ontario, 
we don't expect any further progress today.  We will be contacting 
them again if we don't hear from them by 9AM tomorrow. Even if we can 
place an order  tomorrow, it is unlikely we will see anything before 
Monday at the earliest. So expect the affected EVLA antennas to be 
down over the weekend.  Four EVLA antennas (1,3,11,19) and remaining 
(I think seven) VLA antennas should continue to work.

The current plan is to try to do an overnight purchase of an entire 
chassis (I'm guessing $5-10K) - hopefully on a credit card as soon as 
possible.  Unfortunately we can't proceed with that until we get 
pricing and availability from JDSU.
