[evlatests] Time error of 10 WG cycle on array?

Some "progress" -

The time offset was absent in the pointing run Tuesday night, I view
this as confirmation that it was caused by Wednesday's work.

The data taken since Wednesday is fixable in post-processing, users
will have to run CLCOR with a table of positions offsets. I'm refining
this table, but there is still a small mystery which I hope to clear up
this week.

The small changes in database positions (more correctly - differences
between antenna positions received by AIPS and the positions in the
database) remain unexplained, but are unrelated to the time error.
This started before Tuesday but after Jan 21.
