[evlatests] Antenna ea07 has passed operations acceptance tests

EVLA antenna 7 has passed the operations acceptance tests and will now
be routinely included in observations at C, X and K bands.
Q-band is not yet working and is under investigation.

Pointing is good enough for astronomy, but tilt terms need to be pinned
down before the scheduled move off of the Master Pad on Sept 10th.  A
pointing run will be attempted this evening.

Thanks to Vivek for all his help with determining the parameters.
