[evlatests] Test Version of L351 installed

The newest version of the L351 Master LO Offset Generator has been 
installed in the array as of August 13.  The erroneous phase slope is 
now gone from Round Trip Phase measurements.

However, all RTP on antennas 21, 24, 25, 27, and 28 has been dead since 
that same time, owing to a (suspected) cabling problem after the L350 
swap of last Wednesday.  This is expected to be fixed by tomorrow.  Rob 
Long or I will provide an update once this has been  corrected.
