[evlatests] WIDAR0 L-band data on 0217+738

Full polarization data were taken yesterday on the northern calibrator
0217+738. This data set shows:

1) 10-50% amplitude dropouts in all the calibrator scans and in both
polarizations. These occur every 10 seconds at the 7.5 second tick (the scan
start time is at the 6.5 second tick).

2) no zero amplitude dropouts (as expected).

3) the delays are consistent with what Rick and I have reported yesterday.

4) the cross-hand delay is still the same (-135 nsec).

5) Antenna 25, RCP has huge oscillation with a period of 20 MHz and
~10% variation
in amplitude (similar to what Rick reported previously).
