[evlatests] WIDAR0 L-band data (from July 30)

L-band data were taken on the source 3C273 with all polarization products on
July 30. In this data set:

1) Partial (10-50%) amplitude dropouts are not seen.

2) Zero amplitude dropouts are seen (note that this is a problem that has
already been resolved).

3) Delays (in nsec) are as follows:

These are consistent with Rick's results on 3C147 (which was observed more
recently).

4) The cross hand delay is -135 nsec (similar to Rick's finding).
