[evlatests] S band default frequencies

Assuming observers can remember something sensible to put in there
seems a stretch.  Using the historical ones from Modcomp days
sounds right.  They are captured in the parminator 'setup' entity.
The code still exists in the Executor to use those, though that
constructor is deprecated.
