[evlatests] ea28 passes Electronics checkout

Hi

ea28 passed the Electronics checkout with C, X, K, Ka functioning.

The L352 module is also working and I measured RTP.

The Tcals still need some attention.

L-band was just installed and is cooling down so it will be tested on 
Thursday.
