[evlatests] EA 16 intermittent FRM rotation errors

EA 16 gives good fringes (50% nominal) at X band on 25 October.
But only a few % nominal on 27 Oct at L band. Just now, I watched
the FRM during operation, it seems to have intermittent errors.
