[evlatests] wrongly flagged data on three EVLA antennas

The latest stress test (October 23) showed wrongly flagged data on three 
EVLA antennas (1, 16, and 24) and at various bands and IFs. These were:

EVLA  1: L-band (all IFs), C- and X-bands (IFs B & D)
EVLA 16: C-band (IF A)
EVLA 24: L-band (IFs A & D), C- and X-bands (IF D)

When the data were loaded without the online flagging, all the above 
showed good data and resulted in good solutions.
