[evlatests] Attenuators Added to Ant 3 & 28 - New T304 Tables Required

[VLA Operations]

I've updated the database with new B and D attenuator settings for the three 
receivers requested:
Ant  3 K-band
Ant  3 Ka-band
Ant 28 Ka-band

(I also updated Ant 25 K-band B & D.)
