[evlatests] ea04 broken at K and Ka bands

I spent much of the morning trying to make antenna 4 work at Ka band
again, only to find that both K and Ka bands do not work.  Q band is
fine, as are L, C and X.

It can't be an L301 because Q band and Ka band use the same
L301-1 frequency when tuned to the same sky frequency.

It can't be a broken signal path because the sun is seen at
both K and Ka bands.

I don't know what that leaves, but is is clear that K and Ka
band is now incoherent even though we are seeing noise power in
the downcoverters as expected.

Did anything happen to the antenna when it was moved?
