[evlatests] "fringes" at Ka band

I was able to trick the system into correlating signal from the
newly installed Ka band receiver at 40 GHz.  With the array
setup at Q band at 40 GHz, the bandswitch and subreflector at
ea04 were changed to the Ka band settings and fringes appeared.

This can be done in the script more easily by:
Qband = LoIfSetup("Qbnad", 40000., 40000.)
Kaband = LoIfSetup("Kabnad", 40000., 40000.)

...

subarray.setLoifSetup(Qband)
a = subarray.getAntenna("ea04")
a.setLoIfSetup(Kaband)

...

The mechanism should work at 26 Ghz with K band as well but
I haven't tried it because it requires the conversion path
the T303 and adds a lot more complication.

That this works will make it easy to set the collimation and
focus for the new receiver so that single dish measurment
can be made with a reasonably pointed antenna.


There is now switched power measured at both the T304 and the T5.
