[evlatests] 39600 MHz Ka-band results

    From a quick pass over the data ...

    Tr = 39.4
    Tsys (vertical, very dry, but hot day) = 74
    Tat (vertical) = 12.9
    Tspill = 22

    Tant (3C273) ~ 1.5  (error at least 0.1), leading to an efficiency 
in the low 40s. 

    All are very good, except the spillover.  Essentially, the same 
results as at 33 GHz.
