[evlatests] Antenna 16, IFs B and D

    From 3 hours of stress-data last evening ...

    Antenna 16, IFs B and D, is seriously misbehaving at all bands -- 
the amplitudes and phases are oscillating back and forth between two 
different states -- separated by a factor of a few in amplitude.  There 
is no set period, but the duration in any one state is typically 10 or 
20 seconds.

    These bad data are not being flagged.
