[evlatests] Failures to tune, in spectral line

I've reviewed the data quality in the spectral line mode. There
were 315 separate observations, each one minute long, at ten different
frequencies, all in 12.5 MHz BW, in correlator mode 'PB'.
Of these 315 observations, we had only 6 scans in which one antenna
failed to provide good data. Five of these were with antenna 14, the
other with antenna 24. For all six instances, the system flagger caught
the problem -- hence it appears these failures are not the same as those
which afflict the A and C IFs (which I reported on from the continuum
observations, earlier this morning).
On curiosity in the flagged data -- for 5 of the six instances, one
single bad record -- at the beginning of the scan -- escaped flagging.
