[evlatests] Current EVLA Behavior

The standard all-band stress test was applied for lunch. Everything
is working normally now at all bands. A few issues were noted:

    Global Issues:

    1) 18C was behaving erratically. Apparently a DTS issue, which is
said to have been repaired already!

    2) The incorrect setup for any band which follows a P-band or a
U-band observation remains. In this test, the P-band observation was
followed by a pair of L-band observations. On average, 10 antenna-IFs
were flagged bad on the first observation of the pair, but not on the
second. That's a 5% error rate (2pair * 4 IFs * 25 antennas). The same
error fraction was seen for the first K-band observation, which followed
U-band.
This is an unacceptably high loss (IMHO), and I encourage those
who understand how commands are send and executed to address this issue.
Until the problem is repaired, I think it prudent to inform users to
insert a 'dummy' scan whenever they depart from P or U band observation.

    Band Specific Items.

    1) P-Band. 23B is low in sensitivity by a factor of over 40. This
needs to be written up. 19B is low by a factor of 5. All others
(except 1, 13, and 16, which are not yet operational) have near normal
sensitivity.

    2) L-Band. 21A and 21B (RCP) are low in sensitivity by a factor of 2.

    3) C, X, and U Bands. All are normal.

    4) K-Band. Antenna 25, all IFs, low in sensitivity by a factor of 6.

    5) Q-band. All normal -- including antenna 1, which got its Q-band
receiver operational yesterday.
