[evlatests] Round Trip Phase

As of approximately 1pm on January 07, L352 Round Trip Phase Monitor is 
available on the following antennas:

ea01
ea17
ea23
ea26

Vivek and I intend to perform some diagnostic analysis on Tuesday 
morning, once they have accumulated reasonably long data records.  This 
will inform our decision to use them/not use them for Tuesday's baseline 
test.

O-stream is currently disabled on all four units, awaiting Maintenance time.
