[evlatests] Phase Switching is part of it ...

Ken turned off phase switching, with the result that the 'pulsing'
behavior has gone away, and the gigantic closure errors are back to more
normal (5 to 10%) values.

He left 26 in a phase switching state -- to test me. I was equal to
the challenge1 :) It is still 'pulsing'.

We note that the last time we know we had good data was immediately
prior to maintenance day, last Thursday.

I still see the EVLA being significantly less sensitive than the
VLA. Larry B. assures me the feed heaters are on now (it's been snowing
up at the site for the past couple of hours) for both VLA and EVLA.
