[evlatests] lost deformatter commands

There are at least two ways this can happen.  Commands are lost
before they get to the deformatter, or they are mislaid between
aarrival and dispatch at the deformatter MIB.

Hichem found clear evidence of the latter today and was able
to kludge a correction.  Since then there have been no noticed
instances of a deformatter being set wrong at a vulnerable band
transition.

Whether commands are getting lost on the way to the deformatter
as well has not yet been firmly established.  If there are no more
examples of misbehaving deformatters than the question is moot.
Examples of single broken IFs after today are eagerly solicited.

There is still the problem of VLA antennas not reliably getting
setup commands for the first scan of a new script and today'ys
work does not address that.
