[evlatests] 4-band report

Ant 8 now has it's dipole installed.

Could not find anything wrong with antenna 2.

Antenna 14 had a dipole rod snapped off; replaced it.

Antenna 17 had a loose connector at the balun, LCP side; fixed.

I keep forgetting that antenna 16 does not have a low band up-converter 
and won't until it is upgraded.
