[evlatests] new ops software (v1.5.5)

It has been pointed out the latest version does not work on machines 
running Java 5, which is most Windows, Mac, and RHEL4 boxes at NRAO. If 
you try to launch the software and get the message "Unable to launch 
OPS", please revert back to the previous version, 1.5.4. Sorry for the 
inconvenience.
