[evlatests] Feed heater read backs

HI

Wayne has determined that the feed heater read back is miss labeled in 
the ICD.  Wayne will correct the ICD, add a calibration, and add a valid 
alarm level.  We will ask  Hichem to modify the MIB code.  When the feed 
heaters are turned on and the current is below the set point the alarm 
will flag.
