[evlatests] ea2, ea1, and ea 21

    Recent test show that EVLA antenna #2, on the B and D IFs only, is 
showing very short timescale (< 1 second) high amplitude (~50%) 
fluctuations at all bands.  A DTS problem?

     Antenna 1, on IF A primarily, shows two stable amplitude states, 
separated by about 2%.  The typical duration in each is a few seconds.  
There is no phase effect. 

    Antenna 21 shows a similar effect, except that:  the 'jump' can be 
either higher or lower, the 'jump' lasts only one integration period 
(1.67 seconds), and all four IFs have identical and simultaneous 'jumps'.
