[evlatests] Ka-Band polarization

The polarization of all available Ka-band receivers has been measured 
across the full band on antennas 1, 2, 3, 4, 25, and 28 (before its 
receiver was moved to 24).

In both IFs, and excluding band-edge effects, the measured values are 
very low, and typically around 3%.
 
The cross polarization performance seems to meet the project 
requirements very well.
