[evlatests] EVLA3 C-band low sensitivity

The test observations I did on Saturday morning to look into the 
performance of the C-band on EVLA3 showed that its effective Tsys, 
compared to EVLA2, is worse by at least 3 times at low C-band 
frequencies (~4.5-5 GHz) and up to 7 times at the highest frequencies 
(~8 GHz).

Today's stress test at 4885 MHz is consistent with the above.
