[evlatests] Stress Test Effective System Temperature Reports

Hello.  Effective system temperature reports are now available in this 
directory: /home/filehost/vlaops/StressTest/EffSysTempReports.  These 
reports are based on the results of the stress test observation, which 
is usually performed twice a week.  The reports are pdf files that can 
be opened with Acrobat Reader or Ghostview.  Hope this is useful to you.
