The phased VLA indeed is phasing up fine (except for the 5 minute period of 
phase jumps).  I checked and found I made a mistake in VPLOT and told it to 
average IFs.  Stokes RR/IF 1 and stokes LL/IF 2, where the phases should be 
zero, are zero.  So that is not an issue.  The phase jumps are still an issue, 
without the IF averaging it looks like phases never do go to zero during that VA 
scan, and just jump from one value to another after 2 or 3 intergrations. as if 
it is trying to set the right value and failing.
