[evlatests] Baselines in BnA array, Sept 22 (X band).

On the whole pretty good. More than half the anennas did
not move, and the repeatability of position fits between
Sep 5th and 22nd for these is about 3mm rms (10mm worst
case each coordinate). The closer antennas, and those that
moved in, have better solutions than this.

Short-term phase residuals (~10 minutes) are upto 6mm peak-
peak. Longer term (hours) upto 10mm peak, not related to
elevation change but perhaps differential weather across
the array, again with closer antennas looking better.
EVLA and VLA behave the same. 25 has stable phases.
14 has been fixed as reported last week.

For comparison, the goal for hardware after round-trip
correction and without atmosphere is about 0.5mm p-p
over 30 minutes.
