[evlatests] Delays need to be reset for some IFs

   I just had one of the Fiber Techs add/remove a small piece of cable 
on the 128 MHz clock lines for some modules.  Delays need to be reset 
for the following modules, I give the times the modules were modified.

Ant. 18B  ~10:45AM
Ant. 24C  ~11:00AM
Ant. 19B  ~11:30AM
Ant. 16C  ~11:57AM
