[evlatests] Ant. 25, IFs C & D

   Ant. 25 IF C is back up and running, delays need to be reset for it.
   Ant. 25 IF D doesn't want to turn on (can't talk to the MIB), techs 
couldn't find anything apparently wrong, it will be replaced with a 
spare tomorrow morning.  Once that's accomplished, delays will need to 
be set for IF D as well.
