[evlatests] Strange DTS States

I should have read my last e-mail more carefully before I hit send!  I 
actually showed the operators the antenna initialization screen and some 
of its features, so part of the confusion was my fault.  My last e-mail 
sounded very accusatory when I read it, and it was not meant to be.  We 
are all trying to learn how to deal with EVLA problems as they arise and 
I apologize for the unintended tone of my message.
