[evlatests] Strange DTS states

I just spoke with Rich and talked to Steve Steele about the 'mysterious' 
DTS problem.  It turns out that Steve (and possibly other operators) 
have been using the 'power reset' on the antenna initialization screen 
when they think IF levels are out of range/incorrect.  This will shut 
the formatter down, but not the sampler!  I am sending a message to 
operators asking them not to use these resets unless requested to do so 
by one of the technical people.
