[evlatests] Antenna Block Diagram update

I updated the EVLA Antenna Block Diagram on filehost.  The new version is 
dated 5-1-07.  It replaces the drawing dated 3-27-06.  The CEB Electronics 
diagram dated 3-28-06 was not changed.

The main change was to correct the connections to the L300 that were shown 
incorrectly on the previous drawing.  I also updated power distribution, 
some signal levels, the personnel list and fixed a few labels and typos.
