[evlatests] C-band, now both IFs

In my hurry to get the data out before the lunch talk, I only showed
IF 1 data.  The attached plot now shows data for both IFs.

Notes:

IF 1, LL is off-scale at 4.0GHz
IF 2, RR had no solution at 4.25 GHz
