[evlatests] Reported CMP - FRM trouble

While I was in the office, I got a call from Dave informing me that
VLA antenna Focus commands were not making it to the antennas. Using
telnet I tried to manually move the focus motor to a position of '0.0'
and was unsuccessful. The monitor readback for frm.focposraw is
0x3fff which translates to a position of over 30 cm. This is clearly
wrong and exceeds the maximum allowed range by a factor of two.
I called Ken about this, thinking he might have 'tribal' knowledge
wrt this problem. He came in and we took a look together.
The bottom line is, the focus position commands go out to the
hardware correctly. It is the monitor readback *for negative positions
only* which are a problem because the CMP doesn't appear to be properly
sign extending the twos complement monitor data. Therefore, any Focus
Position deviation Errors for negative commands should probably be
ignored for now.
Monday, I will take a look at the CMP code and see if we can't get
things straightened out for the next software test day.
