[evlatests] Recall Notice: L352

All L352s are being recalled.  Recent reports of noise, measurement 
instability and phase slope inversions have forced me to conclude that 
the L352 requires some serious rework before reliable round trip phase 
measurements can be applied in the field.

A next-generation unit is anticipated for August 2007.
