[evlatests] P-Band, under modcomp-free control

    A short observations shows that *only* the EVLA antennas give P-band 
fringes, when under modcomp-free control.   All VLA and all cross-array 
(EVLA vs VLA) baselines give nothing. 

    There are 7 working EVLA P-band antennas:  14, 17, 18, 21, 23, 24, 
and 26.  All four IFs give fringes.
