[evlatests] antenna 21, C bnad

The C-Band in A21 warmed up last night, lost vacuum also. We are 
checking into it.

Also, the vertex room has a pretty good water leak that was observed 
during the monsoon activity at the site yesterday. Mechanics were notified.
