Perhaps not.  The executor imposes a limit check on elevation
(and probably azimuth) which saturates the command send to the
ACU at eight degrees for the lower limit in elevation.  The
ACU MIB will point the antenna to eight degrees as commmanded
so it has no reason to generate an alert.

If the check limit check were made and enforced in the MIB
(and CMP) at the lowest level then a comparison between
commanded and actual position would generate the expected alert
as long as no limits were enforced by the executor.
