[evlatests] CMP sync warning

We were bitten again this afternoon after the timing and CMP
problems by forgetting that the running executor does not
send the syncCMP command as expected.  Consider this a
reminder to us all that if the CMP is rebooted the executor
used by the operator must be killed and restarted or a
private version used to get the CMP synchronized.

The fix for this has been commited but won't take effect til
the next executor update.
