[evlatests] A17 & A23 P-Band

I took a look at antenna 17's and antenna 23's 4/P-Band passbands this 
morning. It is obvious that the 4-Band and P-Band total powers need to 
be normalized with respect to each other.

We had already added some attenuation to 23's P-Band late last week, but 
it needs a little fine tuning. (it is much better now than it was 
earlier last week)

After the receiver outputs are normalized, I will let the word out that 
the levels need to be set.

We will get to them as soon as we can this week.
