[evlatests] Antenna 13B and 13D -- A delay error

I have made big changes to DIGITIZER[B|D] for this antenna.
It should now be close enough to measure reasonable delays
at in 50 MHz tonight.  It looks good at X band, but I have
not looked at any of the others.
